Council's Refusal Appealed

Published on July 10, 2026

Hi everyone,

JH Northlakes has appealed Council's refusal for their proposed massive topgolf-style facility.

Council found the proposal conflicts with the Mango Hill Development Control Plan (DCP) on: visual amenity, environmental quality, landscape, vegetation and habitat protection, compliance with building locations and traffic impacts on Bridgeport Drive. JH Northlakes is now arguing that Council were wrong on all 6 grounds for refusal and asking the Court to approve the development.

Notice of the Appeal and the full document can be found here: https://www.moretonbay.qld.gov.au/Services/Building-Development/DA-Tracker/11157444

Where this leaves us
It's now in Moreton City Council's hands, and there's no set timeline yet — these things usually take months to work through. It was assessed as “code assessable” rather than “impact assessable”, meaning SNLGC and members of the community have no automatic right to join the appeal. We can still send our thoughts and encouragement to the Council via email (council@moretonbay.qld.gov.au) or in person.

Our position
SNLGC strongly believes that Council got it right with this refusal. The Mango Hill DCP has protected this land for over 25 years, and, in our opinion, the reasons for refusal were sound and well documented.

We hope Council defends this decision on every point — any concession or approval here would set a precedent that chips away at the DCP, with knock-on effects far beyond this one site for the whole master-planned North Lakes community.

We're also still closely watching for the separate school proposal, which has still not made it onto the public register of MID applications. You can monitor this on the bottom of this page: https://www.planning.qld.gov.au/planning-framework/infrastructure-planning/ministerial-infrastructure-designations
